PROBLEM TO BE SOLVED: To provide a durable hydrophilic coated film, and to realize a fuel cell, etc., having a stable battery performance over a long time by using it. SOLUTION: On the outer surfaces of a fuel electrode 22 and an oxidizing agent pole 23 positioned on both sides of a solid polymer electrolyte film 21, a separator 24 equipped with a gas channel 25 is positioned so that the gas channel 25 faces the fuel electrode 22 or the oxidizing agent pole 23. The fuel cell is kept airtight by a gas-sealing body 27. At least a part of the inner surface of the separator 24 is equipped with a hydrophilic coated film 28 comprising a protein and a surfactant adsorbed and retained on its surface. The fuel cell has a coolant channel 26 established on the separator.
