PROBLEM TO BE SOLVED: To provide a developing device and an image forming device capable of preventing toner from adhering to a part where the developer does not exist on a developer carrier at the time of starting to use the developing device. SOLUTION: When the developing device is new, the blade member 9a of an agitator 9 is positioned at a position where it covers the toner replenishing aperture 8a of a toner hopper 8, and shields the aperture 8a. After the developer 3 exists on the surface of a developer sleeve 4 opposed to the aperture 8a successively with the rotation of the sleeve 4 by setting the developer 3 hermetically enclosed in an initial developer storing part 10 on the sleeve 4 at the time of starting to use the developing device, the member 9a is rotated, whereby the member 9a moves from a position where it covers the aperture 8a and opens the aperture 8a. |
