PROBLEM TO BE SOLVED: To provide an image forming device which can suppress variation of transfer characteristics due to variation in water content while suppressing the complexity of the constitution and control of the device. SOLUTION: This is an image forming device which transfers toner to a form P and fixes it to form an image on the form P and equipped with a transfer charger 10 which performs transfer processing for transferring the toner to the passing form P and a fixing device 14 which performs fixing processing for fixing the toner on the form by passing the form P where the toner is transferred. This image forming device passes the form P after the transfer processing and fixing processing through the transfer charger 10 and fixing device 14 through the transfer charger 10 and fixing device 14 again to further perform transfer processing and fixing processing for the form P and also performs delay processing for delaying the time when the form P reaches the transfer charger 10 when the form P reaches the transfer charger 10 successively after passing through the fixing device 14.
