PROBLEM TO BE SOLVED: To make it possible to realize a parallel irradiation field by scanning irradiation even though a final deflection electromagnet is a high magnetic field. SOLUTION: The parallel irradiation field is formed on the output side of the final deflection electromagnet 20 by placing scanning electromagnets 24 and 26 and allowing kicks caused by them to overlap with each other.
