PROBLEM TO BE SOLVED: To provide a developing roller and a developing device using the developing roller capable of obtaining an excellent image and maintaining the excellent image over a long term. SOLUTION: This developing roller made of metal carries a thin layer consisting of one-component developer on its surface and supplies the developer to the surface of a latent image holding body by coming into contact with or coming close to the latent image holding body in such a state. The developing roller is provided with a 1st resin covering layer whose volume resistivity is <=106Ωcm on its outer periphery and provided with a 2nd resin covering layer which does not include conductive particulates and whose volume resistivity is >=1010Ωcm on the 1st resin covering layer. Thus, the developing roller and the developing device to which the developing roller is attached are obtained.
