PROBLEM TO BE SOLVED: To obtain a polyvinyl alcohol-based water-soluble film having excellent performances for unit packaging of a chlorine-containing substance since a polyvinyl alcohol-based film which has been used as a conventional water-soluble film has a problem in which the film causes reduction in water solubility with the lapse of time, becomes water-insoluble or slightly water-soluble during long-term preservation and cannot be used so that the objective water-soluble film for a chlorine-containing substance having a slight reduction in water solubility with time even if a chlorine-containing substance is packaged with the film and preserved for a long period of time is obtained. SOLUTION: This water-soluble film for chlorine-containing substance packaging is characterized in that the film comprises a composition obtained by compounding 100 pts.wt. of a polyvinyl alcohol (A) with 0.1-20 pts.wt. of at least one kind of compound selected from an azole compound, an azine compound, an aminopyrrolidine compound and a hydrazide compound.
