PURPOSE: To provide an optical disk recording and reproducing device capable of recording a signal on a disk by a beam of laser emitted from an optical pickup. CONSTITUTION: When the optical disk recording and reproducing device reads a signal stored preliminarily in RAM 10 for a buffer and records the signal on the disk 1, the operation of recording the signal on the disk 1 is interrupted by a shortage of a signal amount stored in the RAM 10 for the buffer if any, and when the operation of recording the signal on the disk 1 is re-stated if the signal amount stored in the RAM 10 for the buffer reaches a prescribed amount. The device counts the number of times when the recording operation is interrupted by the shortage of the signal amount stored in the RAM 10 for the buffer and the recording operation is re-started.
