PROBLEM TO BE SOLVED: To provide a PVA-based water-soluble film whose blocking is scarcely caused during the storage of the film, which has good impact resistance, and whose bag is hardly broken, and to provide a method for producing the water- soluble film. SOLUTION: This polyvinyl alcohol-based water-soluble film characterized by comprising 100 pts.wt. of polyvinyl alcohol, 5 to 30 pts.wt. of a plasticizer, and 0.01 to 2 pts.wt. of a surfactant, and having unevenness with a surface roughness of >=1S on at least one side of the film. The method for producing the polyvinyl alcohol-based water-soluble film, characterized by drying a film- forming solution comprising 100 pts.wt. of polyvinyl alcohol, 5 to 30 pts.wt. of a plasticizer, and 0.01 to 2 pts.wt. of a surfactant on a 80 to 110 deg.C metal surface.
