PROBLEM TO BE SOLVED: To provide an average-pressure steel usable as a reinforcing material in a tire belt part, having more improved adhesion to a rubber, and capable of providing a tire belt having a high strength, and further to provide a method for producing the average-pressure steel. SOLUTION: This average-pressure steel is characterized in that the average- pressure steel has >=3.0 GPa tensile strength, >=30% reduction of area, and a rectangular shape in the cross section. Preferably, the average-pressure steel is deformed into a helical shape, and is processed so as to have a wave shape satisfying the formula W/t>=2 (wherein W is the width of the cross section shape; and (t) is the thickness).
