PROBLEM TO BE SOLVED: To keep the balance of the static pressure to prevent the sudden rise of the pressure loss by the undesired movement of a spool in the closing direction by the influence of the fluid force in switching-on the spool. SOLUTION: Plural bypass holes 14 are divisionally formed along the neighborhood of an outer periphery of the spool 11 receiving the influence of the fluid force of the fluid flowing out through a basic end face of the spool 11 in switching-on the spool 11, for inhibiting the spool 11 to be returned in the direction to close a port 8 in unbalancing the static pressure to both end faces of the spool 11 when the static pressure at the port 8 side is apt to be lowered by the influence of the fluid force of the fluid flowing out through the basic end face of the spool 1 in switching on the spool 11 in accompany with the elimination of the switching force.
