PROBLEM TO BE SOLVED: To provide a web handling device capable of correctly grasping the amount of the web accumulated in an accumulation part. SOLUTION: This web handling device comprises the accumulation part (27a) for temporarily accumulating the web (7) carried in one direction, a carry-in unit (28) including a pair of rollers provided on a web carry-in part facing the accumulation unit, a carry-out unit (29) including a pair of rollers provided on a web carry-out part facing the accumulation unit, first measuring means (281c, 282c) for measuring the number of rotation of the rollers of the carry-in unit, second measuring means (291c, 292c) for measuring the number of rotation of the rollers of the carry-out unit, and an operating means (30) for operating the difference (C) between the web carry-in amount (A) into the accumulation part based on the measurement of the first measuring means and the web carry-out amount (B) from the accumulation part based on the measurement of the second measuring means.
