PROBLEM TO BE SOLVED: To prevent a blowing up of engine speed, to enhance an operability and an operation feeling and to enhance a fuel consumption at the time of idle operation of internal combustion engine at which an air conditioner is stopped from a driving state in an idle speed control device of internal combustion engine which is loaded on a vehicle which is not provided with an atmospheric pressure detection sensor. SOLUTION: In the case where an increase amount of a feed-back correction amount is larger than a set correction amount at the time of idle operation of internal combustion engine in which an air conditioner is stopped from a driving state, a control means for operating an idle control valve is provided such that an increase amount of the feed-back correction amount in addition to a correction amount for air conditioning is also reduced.
