PROBLEM TO BE SOLVED: To provide a surface-treating agent for a coal piled up in the open or petroleum cokes, capable of forming a consolidated layer and excellent in effects for preventing fine particles from being scattered, the coal piled up in the open and the petroleum cokes from flowing out and rain water from penetrating into them by a bound layer formed by spraying the surface-treating agent on the surface of the coal piled up in the open or the petroleum cokes. SOLUTION: This surface-treating agent for the coal piled up in the open or the petroleum cokes comprises 30-95 wt.% following component A and 5-70 wt.% following component B: component A: an asphalt emulsion comprising 30-70 wt.% asphalt, 0.5-10 wt.% surfactant and 20-69.5 wt.% water; and component B: a high-concentration resin emulsion containing 30-70 wt.% resin component.
