PROBLEM TO BE SOLVED: To provide an organic resin coating material capable of generating weather resistant stable rust at an early stage while preventing flowing rust and floating rust, sufficiently exhibiting those effects even in the case fly salt is large and excellent in application performance and cost effectiveness and to provide surface treated steel using the same organic resin coating material.
