PROBLEM TO BE SOLVED: To provide a torsional oscillator where the fear of the disconnection of wiring passing through an elastic member is less. SOLUTION: The torsional oscillator 210 used for an electromagnetic driving- type actuator is provided with a movable plate 212, a pair of elastic members 214a and 214b which support the movable plate 212 so that it can oscillate and a supporting body 216 holding the elastic members 214a and 214b. One end of a driving coil 222 circulating the peripheral edge part of the movable plate 212 is connected to an electrode pad 226a on the supporting body through a wiring 228a passing through the elastic member 214a. The other end is connected to an electrode pad 226b on the supporting body through a skip wiring 232 crossing the driving coil 222 and a wiring 228b passing through the elastic member 214b. The wirings 228a and 228b pass near one edge of both sides of the elastic members 214a and 214b by avoiding the vicinity of a geometrical center on the surface of the elastic members 214a and 214b, where Von Mises stress is the highest.
