PROBLEM TO BE SOLVED: To efficiently cool a blade while also collecting cutting powder at the same time as cooling. SOLUTION: In the cutter 1, which is made to travel, rotating the discoid blade 8 axially supported to a car body 2 and cuts the pavement surface R, a cover 11 covering the approximately upper half of the blade 8 is installed while a suction port for a suction dust collector 12 displaying strong suction force is communicated with the inside of the cover in the upper section of the cover 11, and cutting powder generated with the cutting of the pavement surface R is sucked and collected by the suction dust collector 12, thus preventing the scattering of cutting powder onto the pavement surface R. Since the blade 8 is exposed continuously in the rapid flow of air at a low temperature in sufficient quantity at all times by the strong suction force of the suction dust collector 12 at the same time, the blade 8 can be cooled simply by utilizing the flow of air with the suction of cutting powder.
