PROBLEM TO BE SOLVED: To provide a novel pigment dispersing matter for use in a water coating agent composition, which has a high affinity to the surface of a transparent iron oxide pigment, can efficiently stabilize the pigment, and ultimately improves the transparency of the resultant film. SOLUTION: The water coating agent composition comprises (a) a water- based dispersing medium; (b) a mixture of acrylic copolymer dispersants composed essentially of at least one acidic acrylic copolymer dispersant (i), at least one phosphate acrylic copolymer dispersant (ii) and, if necessary, at least one alkylaminated acrylic copolymer dispersant (iii); (c) a transparent iron oxide pigment particle stabilized by the foregoing mixture (b); (d) a film-forming polymer binder; and (e) a crosslinking agent for the binder.
