SOLUTION: In this wheel cover 10 having a wheel cover body 16 installed outside a wheel 12 and rotatable together with the wheel 12, a lamp holding means 18 arranged inside the wheel cover body 16 in an installing state to the wheel 12 and installing a lamp 30 and a power generation means 20 for supplying a lighting current to the lamp 30 by generating electric power by rotation of the wheel cover body 16, the wheel cover is characterized in that the lamp holding means 18 is rotatably supported by the wheel cover body 16, and does not substantially rotate even by the rotation of the wheel cover body 16, and the wheel cover body 16 is composed of a transparent or semitransparent material, and changes the light of the lamp 30 at rotating time, and forms a pattern 42 capable of expressing a pattern different from resting time.
