PROBLEM TO BE SOLVED: To provide a heat exchanger being used as a cooling means exchanging heat with cooling fluid circulating through a refrigerating machine 1 in which the heat exchanger can be operated depending on the load while exhibiting excellent cooling efficiency. SOLUTION: A specified number of plate fins 20 having multiple insertion holes are arranged, a cooling tube 12 passing cooling fluid circulating through a refrigerating machine 1 and a cooled tube 13 passing a fluid being cooled by exchanging heat with the cooling fluid are arranged while being inserted alternately into the insertion holes, opening end parts of the cooling tube 12 and the cooled tube 13 are interconnected, insertion holes for the cooling tube 12 and the cooled tube are opened while circumscribing and outer circumferential surfaces of the cooling tube 12 and the cooled tube 13 are brought into tight contact.
