PROBLEM TO BE SOLVED: To provide a grinding wheel and a method of manufacturing the grinding wheel in which the arrangement pattern of abrasive grains, a binding agent and pores is always uniform. SOLUTION: A binding agent layer 12 comprising the biding agent 2 is formed on the surface of the abrasive grains 1 and then granulated together with a binder 4 to produce a spherical granulated material 8 with the abrasive grains 1, the binding agent layer 12 and a binder layer 14 formed in concentric spherical structure. The spherical granulated material 8 is put into a rotating die 5 by a conveyor 7 fed at constant speed. At this time, the feed speed of the conveyor 7 and the circumferential speed of the die 5 are synchronized to laminate the spherical granulated material 8 regularly layer by layer. The laminated spherical granulated material 8 is pressurized and sintered to manufacture the grinding wheel.
