PROBLEM TO BE SOLVED: To provide a maintenance free flap raising and lowering apparatus capable of automatically performing flap raising and lowering operation, simple in constitution and requiring no separate control machinery or control circuit. SOLUTION: In the flap raising and lowering apparatus 14 for revolving a flap 13, of which the base end is attached to the surface of a moving stand 11 in a freely revolvable manner, centering around the base end to raise and lower the same, an inclined surface part 16 for scooping up the free end of the flap accompanied by the movement of the moving stand 11 in one direction and sliding down the flap 13 along the surface of the moving stand 11 accompanied by the movement of the moving stand 11 in the reverse direction is provided to the lateral part of the moving stand 11 and, further, a stopper 17 provided to the lateral part of the moving stand 11 so as to leave an interval from 1 the inclined surface part 16 and receiving the flap 13 separated from the inclined surface part 16 accompanied by the further movement of the moving stand 11 in one direction to be reversed is provided.
