PROBLEM TO BE SOLVED: To provide a method of manufacturing a grinding wheel, easily and sufficiently ensuring chip pockets of an abrasive surface and optionally setting the abrasive grain density of the abrasive surface. SOLUTION: In this method of manufacturing the grinding wheel, an electrodeposited mixture of abrasive grains and non-abrasive grains is placed on a transfer die machined in shape to have uneven relation to the grinding wheel to be manufactured, and a metal layer is electrodeposited on the transfer die to embed the electrodeposited mixture in the electrodeposited metal layer. A grinding wheel base material is then jointed to the electrodeposited metal layer to form the grinding wheel, and the grinding wheel is released from the transfer die. Only the non-abrasive grains are then eliminated from the surface of the grinding wheel by at least one of a mechanical means and a chemical means.
