PROBLEM TO BE SOLVED: To provide a hat shape forming/bending apparatus to provide a cost reduction of a die for manufacturing a bellows, shortening of a delivery time, a manpower reduction, an accident risk prevention measure due to a reduction of welding and a good appearance. SOLUTION: A circular arc diameter is freely changed by a driven roll 4 and a drive roll 5 set to extending/retracting cylinders 7, 8 with using a convex/ concave die 2, a pressure roll 6 is capable to form/bend up to 22 mm with 70 ton, a hat shape 3 of large/small is simply formed/bent by rearranging the convex/concave die 2.
