PROBLEM TO BE SOLVED: To provide an elution load prevention method which is applicable to the case of bottom mud having a high water content without using high- quality sand. SOLUTION: In the method for preventing elution load from bottom mud 2, concrete is crushed to a specific particle size to give a concrete covering material 4 (step 101); then, the concrete covering material 4 is transported to the on-site water area (step 102); and the concrete covering material 4 is charged into the sea 3 from a soil-conveying ship 21, thus covering bottom mud 2 formed on the sea bottom ground 1 (step 103).
