A multi-layer, water-soluble film, a method of producing such film, and a method of packaging a chemical in such film are provided. The multi-layer film comprises a continuous layer of water-soluble material suitable for forming an outer layer of a bag, and a barrier coating affixed to discrete areas of the continuous layer, leaving a plurality of uncoated intervals occurring at repeating distances on the continuous layer. The continuous layer is of sufficient thickness and strength to provide sufficient structural integrity for use as a bag. The barrier coating, suitable for forming the inner surface of a bag, lacks sufficient structural integrity to contain the contents of the bag once the outer layer is substantially dissolved. The method of producing a multi-layer, water-soluble film, suitable for construction into a bag, comprises providing a web of cold watersoluble film to form an outer layer, and intermittently applying a layer of barrier coating material onto discrete areas of the outer layer so as to leave a plurality of uncoated areas on the outer layer, the barrier layer being less susceptible than the outer layer to interactions with the substance to be packaged. The method of packaging a substance that chemically or physically reacts with a water-soluble film comprises (1) forming a water-soluble package from a multi-layered film comprising an outer, continuous layer of water-soluble film and an inner barrier coating adhered to discrete areas of the outer layer, the outer layer having a plurality of uncoated areas and having a sufficient thickness and strength to provide sufficient structural strength for use as a package, the inner barrier coating being less reactive than the outer layer with the substance to be packaged; (2) adding a desired amount of substance into the package; and (3) sealing together the film along at last one uncoated area to form the seals so the inner barrier coating prevents the outer layer from contacting the packaged substance.
