PURPOSE: Fluorescence thin film, preparation method and EL panel are provided to improve satisfactory color purity, adapt well for RGB full-color Els, and simplify a full-color EL panel production process. CONSTITUTION: A fluorescence thin film comprises a matrix material containing as a main component an alkali earth aluminate that is an oxide and containing sulfur, and further containing an element that provides a luminescent center. The fluorescence thin film is represented by AxAlyOzSw:Re where Re is a rare earth element, A is at least one element selected from Mg, Ca, Sr and Ba, x = 1 to 5, y = 1 to 15, z = 3 to 30, and w = 3 to 30.
