PURPOSE: An anti-freezing device of a dam is provided to prevent a dam from collapsing by inhibiting water on the surface of the dam from freezing through supply of heated heat transfer material to the surface of the dam. CONSTITUTION: A body(12) of a heating pipe(10) has an L-shaped long circular shape and includes a hollow portion(14) filled with heat transfer material. The hollow portion is communicated with radiating units(18) formed inside radiating fins(16) to move the heat transfer material. The lower end of the body is buried under the ground layer(20) of a dam bottom. However, the lower end of the body is arranged with keeping specific height from the bottom for the water temperature near the bottom is 4-8deg.C. The plural radiating fins on the heating pipe are arranged near the water surface of a dam(30). In winter, the water temperature near the dam bottom or the temperature of the ground layer are kept high even though the water surface temperature of the dam is low. The heat of the ground layer is transferred to the lower part of the body of the heating pipe. Thereby, the heat transfer material in the hollow portion is heated. The heated heat transfer material rises up by natural convection in the body to be diffused to the radiating units. The heat is transferred to water near the dam through the radiating fins. The water surface of the dam is prevented from freezing.
