PROBLEM TO BE SOLVED: To provide a tiltable headrest frame capable of simplifying a mechanism for regulating the angle back and forth, omitting a protector from a hinge portion to be set, and integrally foaming a pad. SOLUTION: This headrest frame 1 is formed by continuously bending an elongated pipe into a frame top 12, right and left frame sides 13, 14 and right and left short frame bottoms 15, 16 in the shape of an enclosure. Right and left stays 19, 20 are integrally connected to each other by a stay cross stop 21, and a short frame retaining shaft 26 is fixedly mounted on the stay cross top 21. With the tips of the right and left short frame bottoms 15, 16 of the headrest frame 11 fitted to the right and left ends, the right and left short frame bottoms 15, 16 are partially caulked to support the headrest frame 11 to be rocked in the longitudinal direction.
