PROBLEM TO BE SOLVED: To provide a reinforcing structure of a hollow structure and a reinforcing tool therefor capable of efficiently reinforcing the hollow structure. SOLUTION: A reinforcing body 11 extending in the lengthwise direction with the required length is installed in a hollow chamber 6 of the hollow structure 1, and a foaming body 35 is interposed between an inner wall surface of the hollow chamber 6 and the reinforcing body 11. The foaming body 35 continuously exists over the almost total length in the lengthwise direction of the reinforcing body 11, and integrally joins the hollow structure 1 and the reinforcing body 11.
