PROBLEM TO BE SOLVED: To provide a thermosetting primer coating composition applicable to various metal raw materials, excellent in processability, hardness and scratch, water, corrosion and chemical resistances, especially excellent in corrosion resistance of a cut end face part in the case applied on aluminum-zinc alloy- plated steel plate which is predicted to prospectively become a main current of a raw material for precoating steel plate. SOLUTION: This primer coating composition comprises, as a nonvolatile component, (a) 2-40 wt.% epoxy resin, (b) 2-40 wt.% epoxy resin modified with an alkanolamine compound and/or an isocyanate compound, (c) 2-30 wt.% blocked isocyanate compound, (d) 2-30 wt.% rustproof pigment, (e) 2-40 wt.% pigment other than the component (d) and/or a filler and (f) 0.01-5 wt.% curing catalyst.
