PROBLEM TO BE SOLVED: To provide a technique which enables the restriction of a rise in the temperature of a protective surface S2 even when a flame receiving surface S1 is exposed to flame under any severer conditions in a disaster prevention sheet which restricts the propagation of flame and heat to the protective surface S2 on the side opposite to the flame receiving surface S1 from the flame receiving surface S1 subject to the flame. SOLUTION: Flame resistant fabric layers N1 and N3 made of a flame resisting fiber are arranged on the side of the flame receiving surface S1 and the protective surface S2 and a heat transfer metal layer F made of metal with a high heat conductivity is provided between the both the fabric layers N1 and N3.
