PROBLEM TO BE SOLVED: To provide a liquid for forming a stable titania membrane capable of forming the titania membrane without gelling through generation of titanium dioxide or hydroxide even on contacting with moisture at the coating. SOLUTION: This liquid for forming a titania membrane comprises polyol and a 4-valence titanate and/or a 4-valence titanium compound expressed by the general formula Ti(OR)4, wherein R represents an alkyl and/or an aryl.
