PROBLEM TO BE SOLVED: To provide a device for efficiently carbonizing and reducing waste at a low cost without generating a malodor or a harmful gas by indirectly heating the waste at a high temperature with respect to the device for carbonizing and reducing the waste by using a rotary kiln. SOLUTION: In the device for carbonizing and reducing waste provided with a revolving drum and an exhaust cylinder of a reducing gas in the rotary kiln, a columnar or polyhedral radiation-heating cylinder piercing a partition wall and supported in parallel with the revolving drum, a heating circumferential chamber surrounding the periphery of the revolving drum, a combustion chamber receiving a reducing gas from the exhaust cylinder and a combustion gas duct for passing the combustion gas from the combustion chamber through the heating circumferential chamber and radiation-heating cylinder in series are provided, and the waste is carbonized and reduced in a high-temperature reducing atmosphere formed by the complete indirect heating of radiation and heat transmission.
