PROBLEM TO BE SOLVED: To provide a tiltable headrest frame simple in structure. SOLUTION: This headrest frame 11 is made of a frame top 12, right and left frame sides 13, 14 connected to the right and left ends of the frame top and bent to be narrowed downward, and right and left short frame bottoms 15, 16 connected to the lower ends of the frame sides and bent outward. The headrest frame is provided with right and left heads at the tips of the frame bottoms 15, 16, and right and left stoppers 21, 22 separated from the heads by undercuts and projected on the outer peripheral surface of the frame bottom tip sides. Right and left pipe stays 23, 24 are provided with top arms 25, 26 at the upper ends, and slits 27, 28 with an oscillating width are cut in the tips of the top arms. With the stoppers fitted in the slits, the tips of the frame bottoms corresponding to the top arms are fitted thereto, and the top arms 25, 26 are partially caulked and stopped to be rotatable in the undercuts.
