PROBLEM TO BE SOLVED: To provide a method for manufacturing a hot-rolled steel sheet by which the temperature of the steel sheet at the outlet of a finishing mill is adjusted to the target temperature while avoiding the trouble in equipment at the outlet of the finishing mill, and a manufacturing device used therefor. SOLUTION: The whole in the width direction of a rough rolled stock is heated with a heating device installed between a roughing mill and the finishing mill and also water cooling is performed with at least one cooling device provided between stands of the finishing mill consisting of plural stands.
