摘要 PURPOSE: An apparatus and a method for encoding motion pictures are provided to reduce the amount of calculation due to preprocess filtering by performing simultaneously the preprocess filtering and an image compressing operation. CONSTITUTION: A motion picture encoder is formed with the first image compression portion, an image decompression portion, and the second image compression portion. The first image compression portion is formed with an adder, a DCT(Discrete Cosine Transform) block, a multiplier, and a quantizer in order to perform a preprocess filtering operation by multiplying a weight value matrix by an original image block received from an image input portion and a conversion coefficient of a motion-compensated differential block. The first image compression portion performs a compression operation according to a correlation within a picture by quantizing the filtered data. The image decompression portion is formed with an inverse quantizer(IQ) and an inverse DCT(IDCT) in order to decompress the compressed image data. The second image compression portion outputs the motion-compensated image block to the first compression portion by compressing output data of the image decompression portion.
