PROBLEM TO BE SOLVED: To provide a useful luminous sticky tape having a high safety, a long afterglow time and good mass productivity at a low cost. SOLUTION: A tape-like luminous base material formed on a partial area in a sectional in a sectional width direction is obtained by co-extruding a thermoplastic resin such as, for example, a polyethylene, a polypropylene or the like containing a luminous pigment such as a strontium aluminate or the like and a thermoplastic resin not containing the luminous pigment. A thermoplastic resin layer containing the luminous pigment is then exposed on a surface of the base material. A thermoplastic resin layer not containing the luminous pigment is colored and made opaque. The luminous sticky tape having a pressure sensitive adhesive layer on an opposite surface to the exposed surface of the thermoplastic resin layer not containing the luminous pigment of the luminous base material is obtained.
