PROBLEM TO BE SOLVED: To obtain a surface treating agent imparting a high water and oil repellency and an improved attached stain wiping off performance to a treated base material. SOLUTION: This surface treating agent includes a reaction product of a mixture of (A) an organic silicone compound expressed by formula (1) (Rf is an organic group including F, R1 is a monovalent hydrocarbon group, X is a halogen atom, a is 0, 1 or 2), and (B) an organic silicone compound expressed by formula (2) and ammonia. (R2 is a univalent hydrocarbon group, R3 is a univalent hydrocarbon group optionally including F atom, R4 is a hydrolysable group expressed by -R8SiR7bX3-b, R5 and R6 are each R2 or R4, k is 0-100, m is 0-100, n is 0-5, k+m+n is 0-200, the compound expressed by formula (2) includes at least one R4 group in the molecule). |
