PROBLEM TO BE SOLVED: To provide an electrostatic treatment device which can use a solvent with a lower specific gravity than water in an electrostatic field. SOLUTION: This closed electrostatic treatment device is operated in such a way that a direct current high voltage is applied between a pair of electrodes 4a, 4b arranged in an electrically insulative solvent 2 packed in a tank 1 and a liquid 3 to be treated is run between the electrodes 4a, 4b, so that the liquid 3 is electrostatically treated. In addition, a deaeration valve 5 is provided on the top part of the device and thus the device is of a closed tank type. Further, a nozzle 6 for introducing the liquid 3 to be treated is provided on the top part of the tank 1 and either of the electrodes 4a, 4b located in the middle part of the tank 1 occupies the center part of the tank 1, while the other keeps airtightness with the internal wall of the tank 1, encircling the entire periphery of the former electrode. Besides, a pocket 7 using the outer wall of the tank 1 as a partition is formed at the lower part of the tank 1, and the pocket 7 and the interior of the tank 1 communicate with each other in the middle part of and/or below the pocket 7. On the upper end part of the pocket 7, a treated water discharge aperture 8 is formed and a sludge delivery aperture 9 is formed at the bottom of the tank 1.
