PURPOSE: A water-soluble fusible embroidery liner made of a cold water-soluble polyvinyl alcohol staple fiber having a tenacity of 4g/d is provided which is capable of being set on a basic material for embroidery and laminated with a ground to be elastically embroidered at 135deg.C by heat. CONSTITUTION: This water-soluble embroidery liner comprises a water-stable nonwoven fabric having a weight per unit area of 20 to 120g/m2, which is coated by a water-soluble, thermoplastic polymer as an adhesive. The adhesive is composed of modified (co)polyamide, polyvinyl alcohol and/or (co)polyester.
