PROBLEM TO BE SOLVED: To provide a recording and reproducing device which most suitably operates in response to expected performance by minutely switching the speed of seeking and disk rotation speed while the continuity of continuous data is secured. SOLUTION: A host control part 9 transmits a real processing instruction and time information expected to be a virtual instruction to a disk device 13. The disk device 13 previously operates with respect not only to the real processing instruction but also to the virtual instruction while selecting optimum speed from expected time information.
