PROBLEM TO BE SOLVED: To solve the problems that a large mounting space is required and the whole equipment becomes necessarily expensive because a separate communication terminal unit capable of performing address setting is additionally installed when sealing a measuring element in advance in a register for remote meter-reading. SOLUTION: A communication control part 20 for the measuring element 17 and remote meter-reading is stored in an outer shell case body, and an address setting switch 21 and a communication mode setting switch 22 are provided in a terminal base part of a communication terminal 13b which is outside the case body.
