PROBLEM TO BE SOLVED: To considerably shorten the processing time required for bit assignment without using a high-performance processor. SOLUTION: A bit assignment processing part 5 uses a bit assignment table 6, where the sound information volume (SMR) of audible sounds and the bit assignment volume are related to each other, to assign quantization bits to each sub-band in accordance with information of SMR inputted from an auditory mental model processing part 1, and thus processing to assign the quantization bits indicated by the bit assignment table is performed for each sub-band only once to assign bits to individual sub-bands, and conventional loop processing is not required at all to shorten the operation processing time required for bit assignment. |
