SOLUTION: This device has charge payment state checking means S1 and S2 for checking the state of charge payment for a program processed by a computer system and additional function processing means S3 to S6 for actuating the additional function together with the expected functions in accordance with the program when the state of charge payment indicates that the charge is not yet paid.
