PROBLEM TO BE SOLVED: To reduce influence on communication service and use the limited transmission capacity of the channel efficiently to supervise and control the conditions of terminal stations. SOLUTION: A supervisory control unit 4 determines a time interval of polling supervisory signals based on how channels are used. A supervisory signals transmission unit 5 transmits supervisory signals to a terminal station 3 following an issuing command from the supervisory unit 4. The advisory control unit 4 automatically changes the time interval of issuing advisory signals in response to how often the channel is used. The terminal station 3 previously examines the conditions of the terminal station 3 at a conditions supervising unit 8 and when an advisory signals receiving unit 9 received advisory signals, a condition signal issuing unit 10 issues condition signals following a command from a terminal control unit 7. A base station 2 receives condition signals at a condition signals receiving unit 6 to report the conditions of the terminal station 3 to the supervisory control unit 4. The supervisory control unit 4 accumulates the acquired conditions of the terminal station 3 on a memory 12.
