SOLUTION: A voice processor 10 is provided with a database 101 where a voice power, a pitch, the amplitude of a voice wave, a frequency spectrum, etc., are stored with respect to each frame, a voice section discrimination part 102 which extracts voice section, an amplitude discrimination part 104 which obtains the rms amplitude value of each extracted voice section to calculate an average of acoustic pressure change in each section, a voice recognition part 105 which compares the result of the amplitude discrimination part 104 with a threshold to discriminate that the section is a laughter section in the case that the state that the result is larger than the threshold continues for a prescribed time, a laughter section storage part 106 where the extracted laughter section is stored, and an output part 107, and the laughter section is extracted from the voice signal.
