PROBLEM TO BE SOLVED: To overcome a problem such that a conventional dynamic band assignment system has statistically increased a transfer delay time of a cell and the burst performance of the cell. SOLUTION: When a consecutive number of valid cells received from network terminators 11a, 11b, 11c exceeds a prescribed threshold, a network unit 18 increases number of assigned cell slots to the network terminators 11a, 11b, 11c.
