PROBLEM TO BE SOLVED: To change access codes without adding hardware for on-line communication to a telecommunication terminal by enabling a user to input the access code of a carrier used by a least cost routing selection function incorporated in the telecommunication terminal. SOLUTION: An access code inputted by a user is received, a program for storing the access code in a prescribed storage area is incorporate, and a command for starting the program is provided.
