PROBLEM TO BE SOLVED: To provide a communication controller capable of selecting communications with a higher priority level when communications by a security device and a telephone set conflict with each other. SOLUTION: The communication controller to control the communications by the telephone set and the communications by the security device determinates the priority level of the communications according to telephone numbers of communicating destinations of the respective communications and permits the communications with a higher priority level when the communications conflict with each other. Thus, allocation of a telephone line to emergency communications with higher priority level is enabled. Consequently, emergency such as the occurrence of fire is promptly notified to prescribed contact addresses and a security level is enhanced.
