PROBLEM TO BE SOLVED: To provide a CR phase shifter that can provide two output signals having a phase difference of 90 degrees over a wide frequency range. SOLUTION: The phase shifter consists of 2-sets of 4-terminal capacitors of the same structure and of 2-sets of resistors R11, R21 of the same structure and having the same resistance, and is configured such that an upper electrode A1 is connected to a lower electrode B2 via the resistor R11 and similarly a lower electrode B1 is connected to an upper electrode A2 via the resistor R21. In the CR phase shifter adopting the connection above, a local signal is given to an upper electrode C1 via a coupling capacitor Cin, an upper electrode C2 is connected to a point to which a reference level is set, and the CR phase shifter is connected to an external circuit so that output signals 56, 57 of the CR phase shifter are extracted respectively from lower electrodes D1, D2. Since the CR phase shifter is configured through the connection of 2 sets of the 4-terminal capacitors and 2-sets of the external resistors in a way of causing completely symmetrical connection of parasitic resistance and parasitic capacitance, a phase difference of the CR phase shifter output can set to be 90 degrees over a wide frequency range.
